Overview

Developed for the Ghana Education Service (GES), the Education Monitoring System (EMS) is a real-time analytics and project tracking platform designed to map, monitor, and audit the infrastructure state of schools across all 16 regions of Ghana. The application completely digitizes and structures the data pipeline from rural classrooms to national leadership.

Challenge

GES leadership previously relied on static, periodic, and manual paper reports that were highly prone to errors, lacked visual proof, and offered no unified way to track stalled pipelines. The system required a reliable architecture that could handle data verification through three distinct governance tiers (District $\rightarrow$ Regional $\rightarrow$ National) without letting unverified raw inputs muddy strategic national tracking.

Approach and Solution

I architected a multi-tiered corporate portal built around a strict verification pipeline to ensure data integrity at every level of governance. I designed structured access controls tailored specifically to the operational responsibilities of each user group:

District Tier: Designed local field-entry modules allowing officers on the ground to log absolute baseline metrics—including enrollment counts, multi-utility access statuses, and stage-by-stage construction updates—complete with mandatory photographic verification.

Regional Tier: Developed centralized audit dashboards that roll up district entries, allowing regional supervisors to cross-examine district performance, identify regional discrepancies, and formally validate data accuracy before it progresses.

National Tier: Built a high-level executive analytical suite that automatically aggregates verified data into live, strategic macro-visualizations—offering national leadership real-time insights into geographic resource distributions, ownership compositions, and granular project pipeline bottlenecks

Results

The final application replaced slow, manual reporting loops with a live, accountable accountability tool. The dashboard provides GES administrators with verified metrics (e.g., mapping precise completion status trends across regions like Greater Accra, Bono East, and Oti) to ensure public funding and infrastructure investments are systematically directed to the areas of most critical need.
